Caroline Brown is a partner in the Corporate Services Group and head of Lavan Legal’s Energy and Resources Team.

Caroline specialises in energy, resources, regulatory and competition law.  She has provided legal advice to State and Federal regulators on issues relating to gas, electricity, rail and water regulation, third party access and licensing.

Caroline has advised on farmin/farmout and joint operating documents for petroleum projects, electricity and gas purchase contracts, gas off-shore agreements and transportation agreements.

Caroline’s team advises the WA Economic Regulation Authority (ERA) and the WA Independent Market Operator (IMO), responsible for the administration and operation of the Western Australian Wholesale Electricity Market. She has appeared on behalf of regulators in review proceedings and enforcement actions in the WA Energy Review Board, the Supreme Court of WA, the District Court of SA and the Supreme Court of SA.

She has represented the Australian Competition and Consumer Commission (ACCC) and has acted in both enforcement and defence of actions under the Trade Practices Act 1974, now the Competition and Consumer Act 2010 (CCA).

Caroline also provides advice on mining law and has appeared in Warden’s Court proceedings on behalf of Wright Prospecting and Mineralogy.
